The Status of the region Governor is regulated by the Chelyabinsk region Charter (Fundamental Law), the Chelyabinsk region Law «On the Chelyabinsk Region Governor» in accordance with the Federal Law.
In accordance with the Constitution of the Russian Federation, Federal Law “On Basic Guarantees of Electoral Rights and the Right of Citizens of the Russian Federation to Participate in a Referendum”, the Charter (Constitutional charter) of the Chelyabinsk Region, Regional Law “On elections of the Governor of the Chelyabinsk region”, citizens of the Russian Federation residing the Chelyabinsk region elect the Governor for a five-year term by secret ballot on the basis of universal, equal and direct suffrage. The term runs from the actual date the Governor takes the office.
The Governor exercises powers entrusted to him in accordance with the Russian Federation Constitution, Federal Constitution Laws, Federal Laws, normative legal acts of the President and the Government of the Russian Federation, the region Charter (Fundamental Law) and the region laws. The region Governor is the region senior official appointed on advice of the Russian Federation President by the Chelyabinsk region Legislative Assembly in the order stipulated by the Federal Law and the Chelyabinsk region Charter (Fundamental Law).
The Governor represents the region in its relations with the President of the Russian Federation, the Government of the Russian Federation, constituent entities of the Russian Federation, state authorities, local self-government bodies in the Russian Federation, as well as in foreign economic relations. He has the power to sign treaties and agreements on behalf of the region. The region Governor forms the region supreme executive body - the Regional Government - in accordance with the regional laws, guides the activities of the Regional Government and other executive bodies, and appoints the regional Deputy and First Deputy Governors.
The Governor bestows regional awards, confers honorary titles. The region Governor cannot simultaneously be a deputy of the State Duma and a member of the Federation Council of the Federal Assembly of the Russian Federation. He cannot be a judge, hold other public offices of the Russian Federation, public offices of constituent entities of the Russian Federation or offices of state civil service of the Russian Federation, or be elected to municipal offices. The Head of the region cannot engage in business except teaching, research and other creative activities, unless otherwise stipulated by the Russian law.
